Creating AudioClip with non-standard frequency 48000hz is fixed to 44100 when built on WebGL
How to reproduce:
1. Open the user's attached project
2. Build and run the project for WebGL (File -> Build and Run)
3. Observe the web browser's console for logged debug messages
Expected result: "Created 48000hz clip has length 60, samples 2880000, frequency 48000, channels 1" is logged, showing no discrepancy
Actual result: "Created 48000hz clip has length 60, samples 2646000, frequency 44100, channels 1" is logged, showing that frequency is capped at 44100
Reproducible with: 2019.4.37f1, 2020.3.33f1, 2021.3.0f1, 2022.1.0b15, 2022.2.0a9
