[CPU PLM] Major performance regression introduced in 2022.1.0a5
Steps to reproduce:
1. Open an existing project in a Unity versions prior to 2022.1.0a5
2. Generate lighting
3. Note Bake Performance and Total Bake Time stats
4. Open that same project in 2022.1.0a5 (or newer)
5. Generate lighting
6. Observe the reduced performance
Notes:
- Only affects the CPU lightmapper; GPU lightmapper is unaffected
- Observed in Windows. Other desktop platforms were not tested
