[CPU PLM] Lightmapper performance is very slow in certain scenes
Steps to reproduce:
1. Download SephoraChristmas project (link in the comments)
2. Additively load SephoraForest-Environment and SephoraForest-Lighting scenes
3. Navigate to the Lighting Settings window, and make sure that Progressive CPU is selected as the lightmapping backend
4. Generate the lighting
5. Notice that bake performance is very low
Notes:
- Affects both CPU and GPU PLM
- CPU performance is low outright, while GPU PLM starts off fast, but declines over time
