ContextMenuItem is not working with List collections when right clicking the values in the Inspector window
How to reproduce:
1. Open the user's attached project
2. Open scene Scene
3. Select the GameObject "SomeObject" in the Hierarchy view
4. In the Inspector window, mouse over "Value" under Some Script and right-click the title
5. Note the "Randomize" option in the context menu that appears
6. Mouse over the "List" title and right-click
7. Mouse over the "List 2" title and right-click
Expected result: "Randomize List" option appears for both List context menus
Actual result: no custom context menu item appears for either List
Reproducible with: 2019.4.30f1, 2020.3.17f1, 2021.1.18f1, 2021.2.0b9, 2022.1.0a6
