"Connect to Unity Cloud" is enabled after downloading a new template
Steps to reproduce:
1. In Hub, select "New project"
2. In New project window, change the Project name, Location, Unity Cloud Organization, and disable "Connect to Unity Cloud"
3. Select a template that is currently unavailable, press "Download template"
4. Observe the status of all the changes in step 2
Expected result: All of the changes remain
Actual result: Project name, Location, and Unity Cloud Organization remain changed. The "Connect to Unity Cloud" option is enabled

Resolution Note (fix version 3.9.0-beta.1):
Cloud checkbox will now remain unchecked throughout new project flow if user has unchecked it. Note that if the new project modal closes entirely then the cloud checkbox will return to its default (checked)
