ConfigureVehicleSubsteps causes a hang if the parameters are bad (negative values)
To reproduce:
1. Open attached project
2. Open Heavy vehicle scene
3. Enter play mode
Expected result: An error (or an exception) is thrown and printed to the user for using a negative value were only positive ones should be possible
Actual result: Hang
