Compiler defines are never respected from *.rsp files when namespaces are used
Steps to reproduce:
1. Open the attached project
2. In Hierarchy, click on TestGameObject
Result: scripts that are wrapped in a compiler define from .rsp file and a namespace cannot be loaded.
Expected result: scrips load without any issues.
Fixed in: 2017.4, 2018.1, 2018.2, 2018.3
Reproduced on: 5.5.3p3, 5.6.1f1, 2017.1.0b6
