Color palette window stuck when mouse cursor is moved to the top of 2nd monitor's menu bar
To reproduce:
1. Open repro project
2. Open 'Test' scene
3. Click on image
4. Open 'Color' window, choose color picker
5. Move mouse cursor to the top of menu bar on the second screen
6. Move mouse cursor back to 1st screen, pick up color
Expected: After 6th step, you should see zoomed cursor view in palette window
Actual: view in palette window is stuck, but correct color is picked after mouse click
Reproduced on: 5.5.0a6, 5.5.3p3, 5.6.1f1, 2017.1.0b6
Tested on: OSX 10.12.4
