Colliders can be passed through with FirstPersonController if moving randomly and jittering camera
To reproduce:
1. Open attached Unity project "walkoffset.zip"
2. Open "Steps" scene
3. Go into Play mode
4. Try moving up the pink stairs with straight movement
5. Try moving up the pink stairs moving left and right and jittering the camera
Result: PlayerController is unable to walk up the pink stairs normally, but the colliders can be ignored when doing random movement (see attached gif "stairs.gif")
Reproduced on: 2017.1.2p3, 2017.2.0p4, 2017.3.0f1, 2018.1.0a7
