Collider2D.Cast() and Rigidbody2D.Cast() return incorrect distance results

Repro steps:
1. Open user attached project
2. Enter Play Mode
3. Press "D" on your keyboard to move the Cube to the wall
4. Zoom in the Scene View and observe the Collision

Expected: The Cube stops exactly at the wall
Actual: There's some space between the Cube and the Wall

Reproducible with: 2017.4.11f1, 2018.2.9f1, 2018.3.0b2, 2019.1.0a1
