Collider doesn't change its position when you call Transform.SetParent with worldPositionStays = false
To reproduce:
1. Open the attached project (PhysicsBugReport.zip)
2. Enter Play mode
3. Observe that particles do not hit a pink cube, but do hit an empty space instead
Expected: calling SetParent with worldPositionStays set to false moves the collider to the new position as well
Reproduced in 2018.1.5f1, 2018.1.8f1, 2018.2.0f1, 2018.2.0f2, 2018.3.0a2
Did not reproduce in 2017.4.7f1, 2018.1.4f1, 2018.3.0a3, 2018.3.0a4
