[Collab] "Cannot submit change to server" error when two people publish to Collab at the same time
To reproduce:
1. Open any project from Collab
2. Have two people working on the project at the same time
3. Both people should edit the project so there would be changes eg. create Scripts/Scenes etc.
4. Press Collab > Publish Now!
5. Only one person will succeed in publishing his changes, the other one will get "Cannot submit change to server" error
Reproducible with: 2017.4.20f1, 2018.3.5f1, 2019.1.0b3, 2019.2.0a5
Actual results: "Cannot submit change to server" error appears
Expected results: there should be no error

Resolution Note:
