Cloth Intercollision does not work when two GameObjects with Cloth collide
Reproduction steps:
1. Open the attached "1358405.zip" project
2. Open the "SampleScene" Scene
3. Enter the Play mode
4. Observe the Plane GameObjects
Expected result: Plane GameObject collides with another Plane GameObject
Actual result: Plane GameObject passes through another Plane GameObject
Reproducible with: 2019.4.29f1, 2020.3.16f1, 2021.1.17f1, 2021.2.0b7, 2022.1.0a5
