Cloth does not correctly bend and fall when in contact with a Collider
To reproduce:
1. Open attached project ("case_1219030.zip")
2. Open Assets > Scenes > "SampleScene" scene
3. Press Play and observe the "Cape" Cloth behavior
Expected result: The "Cape" falls down into vertical position along the Capsule Colliders
Actual result: The "Cape" seems to be stuck and doesn't bend further away from the Capsule Colliders
Reproducible in: 2019.3.0f6, 2019.3.2f1, 2020.1.0a19, 2020.1.0a23
Not reproducible in: 2018.4.17f1, 2019.2.0a6
Could not test in: 2017.4.37f1 (Project kept breaking), 2019.2.0a7, 2019.2.21f1, 2019.3.0f5, 2020.1.0a18 (Due to a different bug related to Cloth)
