Cloth does not scale when in Play mode
How to reproduce:
1. Open the user's attached project("New Unity Project.zip")
2. Enter Play mode
3. Select "Avtr_AFM" in the Hierarchy
4. Select the Scale tool
5. Scale "Avtr_AFM"
Expected results: The Cloth components scales
Actual results: The Cloth component does not scale
Reproducible with: 2018.4.28f1, 2019.4.12f1, 2020.1.8f1, 2020.2.0b6

Resolution Note (2021.1.X):
The cloth system's internals were overhauled in 2022.2, currently there are no plans to bring that overhaul to earlier versions of Unity. As we evolve and stabilize the system we'll consider bringing the improvements back to earlier LTS where possible. Currently we do not support scaling for cloth at runtime, but we are planning to later down the line.
