[Cloth] Cannot use Move, Scale, Rotate, Rect Tools with default 3D objects when Cloth component is added
How to reproduce:
1. Create a new project
2. Right-click in Hierarchy tab -> 3D Object -> Cube
3. Add 'Cloth' component
4. Try to move the Cube with the Move tool
Expected result: Object is movable
Actual result: Can't move the object
Reproducible: 2017.4.0f1, 2017.4.17f1, 2019.1.3f1
Not reproducible: 2018.4.1f1, 2019.2.0b2, 2019.3.0a1, 2019.3.0a3
