Closing the 'Reset Packages to Defaults' confirmation window still resets the Packages
How to reproduce:
1. Create a new Unity project
2. Open the Package Manager window
3. Download any Package
4. Select the Help > Reset Packages to Defaults option
5. Close the confirmation window by clicking the X button
Expected result: Packages are not reset to default
Actual result: Packages are reset to default
Reproducible with: 2018.3.0b7, 2018.3.8f1, 2019.1.0a4, 2019.1.0b6, 2019.2.0a8
Could not test with: 2018.3.0b6, 2019.1.0a3(Confirmaton prompt not yet implemented)
Notes:
Does not reproduce on macOS as there is no X on the confirmation window
