Clicking/Reimporting .dll file throws GetLocalisedString error
Repro steps:
1) Open the project
2) Click on the only .dll file in the project(if no error, try to reimport the .dll)
3) Notice the error in the console (look at screenshot)
Regression introduced in: 5.4.0b1 (3137382c8e08)
No repro in: 5.4.0a6; 5.3.1p2
