[Cinemachine] Recenter to Target Heading does not wait as long as specified
Reproduction steps:
1. Open the attached “BugRepro” project
2. Open the “Assets/Scenes/SampleScene.unity“ Scene
3. Enter the Play Mode
4. Rotate the Orbital Transposer camera by moving the mouse
5. Stop moving the mouse
Expected result: The came is recentered to target heading in 10 seconds
Actual result: The camera is recentered to target heading in about 7 seconds
Reproducible with: 2.8.9 (2021.3.31f1, 2022.3.11f1, 2023.1.16f1, 2023.2.0b13, 2023.3.0a9)
Not reproducible with: 2.8.6 (2021.3.31f1, 2022.3.11f1, 2023.1.16f1, 2023.2.0b13, 2023.3.0a9)
Fixed in: 2.9.0-pre.1 (2021.3.31f1, 2022.3.11f1, 2023.1.16f1, 2023.2.0b13, 2023.3.0a9)
