Child's RigidBody stops following its parent after deactivating and reactivating the parent on the same frame
How to reproduce:
1. Open user-submitted project (RigidBodyTest)
2. Open SampleScene
3. Open Physics Debug window and activate Collision Geometry
4. Enter Play Mode
Expected result: the RigidBody continues to move with its parent
Actual result: the RigidBody remains in place
Reproducible with: 2018.3.5f1, 2019.1.0b2, 2019.2.0a4
Not reproducible with: 2017.4.20f1
