"Check for Updates" does not actually find the newest version or see that current is outdated
Steps to reproduce:
1. Open the registry editor(Windows)
2. Navigate to HKEY_CURRENT_USER\Software\Unity Technologies\Unity Editor 5.x\EditorUpdateNextCheck_h3463649940
3. Change the Hex value to 1494346606 to force an update check
4. Open the editor that is not the newest version
Expected result: Editor checks and finds the newest version since the current one is outdated
Actual result:
- 5.4 - finds 5.4.4 as the newest version
- Everywhere thinks that the current version is the newest.
Reproduced on 5.2.3f1, 5.3.7p4, 5.4.2f2, 5.5.3p2, 5.6.0p3, 2017.1.0b4

In version 2017.1, it would sometimes briefly display a message saying there was a new version, then replace it with a message saying there was not.

Resolution Note:
This particular case has been investigated thoroughly and we have decided, in the interests of protecting the stability and features of Unity for users that rely upon the affected versions, to not address this fix. We understand that this will cause problems for some users, and fully intend for an existing, or forthcoming upgrade to provide the solution that you need.
