Changes via Inspector are not saved to a .asmdef asset when it is marked as read-only in the Operating System
How to reproduce:
1. Create and open a new project
2. Create a new assembly definition file in the Project Browser
3. Mark the file as read-only via the File Explorer
4. Open the file in the Inspector window
5. Apply some changes via the Inspector window
6. Re-open the file in the Inspector window
Expected result: changes are applied to the .asmdef asset (or there's a warning thrown that you are not able to edit the read-only file)
Actual result: changes are not applied to the .asmdef asset
Reproducible with: 2018.4.24f1, 2019.4.1f1, 2020.1.0b14, 2020.2.0a16
