Canvas UI elements are not interactable when Canvas Screen Space - Camera property Plane distance is less than zero
Canvas UI elements are not interactive when Screen Space - Camera property Plane distance is less than zero and Camera Projection is set to orthographic
How to reproduce:
1. Open the user's attached 'Button Repro.zip' project
2. Open 'Repro' Scene
3. Enter Play Mode
4. Click the button in Game View
Expected result: Button is highlighted and log is printed to the Console
Actual result: Nothing happens
Reproducible with: 2019.3.0b10, 2020.1.0a13
Not reproducible with: 2017.4.34f1, 2018.4.12f1, 2019.2.12f1, 2019.3.0b9
Note: Reproducible on macOS and Windows

I had the exact same problem. It does't occur until version 2019.3b9.
I was able to fix (or workaround) it by unchecking "Ignore Reversed Graphics" on GraphicRayscarter component.
