Ran into exactly this issue aswell, fresh install of windows 10, tried all the 2017.*-editions of Unity.

My solution was uninstall Unity completely, remove all AppData, ProgramData Unity folders. Reinstall.
But my guess is just remove C:\ProgramData\Unity\Unity_lic.ulf file (rename it if u r not so confident).
Of course u should set date time as previous replies.

I faced the same issue today. I was able to fix it by going to my date and time settings (in Windows 10) and turning off and on the "Set time automatically" option. Apparently, my time was off by half an hour for some reason.

I had the same problem today but was able to fix it.
For me the issue the cause of the issue seemed to be that having a dual boot OS with Ubuntu and Windows 10 is messing with the system clock on the Windows side, making the time be multiple hours late from the real time.
Adjusting the clock in Windows to the proper time resolved the issue. This may have something to do with the Unity licenses containing multiple very precise timestamps for the start and activation times of the license.

Same issue is happening with me for all versions of Unity I install on my system. Stuck badly.
