Can't move MinMaxSlider position when Min and Max are close together
Steps to reproduce:
- Open a Unity Project
- Open UI Toolkit Samples via Window > UI Toolkit > Samples (you can also create your own UI Document if you want but this is the quickest way to get to a MinMaxSlider)
- Select the MinMaxSlider sample
- Move the Max and Min values on the slider very close together
- Attempt to move the sliders position
Actual results: The slider can not be moved unless the Min and Max values are changed first
Expected results: The slider can be moved without needing to change the Min and Max values
Reproducible with versions: 7000.0.0a9, 6000.1.0a6, 6000.0.29f1, 2022.3.53f1, 2021.3.45f1
