Cannot toggle "Normal" or "Tangent" when selecting in "Additional Shader Channels" dropdown
How to reproduce:
1. Open the attached project "BugReproduceURP.zip"
2. Create a new Canvas (GameObject>UI>Canvas)
3. Click Canvas>Additional Shader Channels>Normal in the Inspector window
Expected results: Normal is selected
Actual results: Normal is not selected
Reproducible with: 2022.3.20f1, 2023.2.12f1, 2023.3.0a12, 2023.3.0b8
Not reproducible with: 2021.3.35f1, 2023.3.0a11
Reproducible on: Windows 10 22H2
Not reproducible on: No other environment tested
