"Cannot restructure Prefab instance" when using drag and drop to reorder components that were added to the prefab instance
Reproduction steps:
1. Open the “MinProject“ project
2. Open the “Scene” scene
3. Select the “Prefab” GameObject
4. Reorder the script components in Inspector via a drag and drop
Expected result: Components are reordered
Actual result: Components are not reordered and “Cannot restructure Prefab instance” pops up that suggests opening the prefab in Prefab Mode
Reproduced in: 2020.3.37f1, 2021.3.7f1, 2022.1.12f1, 2022.2.0a4
Not reproduced in: 2022.2.0a5, 2022.2.0b3, 2023.1.0b4
Reproduced on: Windows 10, macOS Monterey 12.0.1 (Intel)
Workaround: Use the Move Up/Down command from the component’s context menu
