Cannot find the requested method Packager.CollectAllChildren when uploading a package
Steps to reproduce:
1. Open user attached project
2. Select Asset Store Tools -> Package Upload
3. Select the SpeechBubbles as the assets folder
4. Select main assets
5. Upload the package
6. Observe the MissingMethodException error
Expected result: the package should be uploaded instead of throwing MissingMethodException error
Reproduced in: 2017.2.0a3, 2017.1.0b8, 2017.1.0a1
Not reproduced in: 5.6.1p3, 5.5.4f1
Regression since: 2017.1.0a1

Fixed the issue
1) Go to your folder
- C:\Users\<<<name>>>\AppData\Roaming\Unity\Asset Store-5.x\Unity Technologies
2) Delete the folder "Asset Store Tools"
3) Download it again.
I had 4.0.7 and it wasn't working on versions 2017.3.0f1, 2017.3.1f1, or the 2018 version.
I updated the asset store tools to 4.1.0 and it worked perfectly
For some reason, the tool wouldn't update automatically when I tried to reimport it. Manually delete it, redownload it in the editor's asset store browser, import it, and that's how I got it to work for me. Note that the comment for the version 4.1 is literally that they made it work for Unity 2017, so I'm, guessing there were issues before.

having a same issue,
to reproduce

2) close the editor during uploading package, sometime create this issue.
with some luck, I can solve it by follow step.
1) go to project folder
2) delete "AssetStoreTools" folder all of them.
3) delete "Temp", "UnityPackageManager", "ProjectSettings", "Library"
4) close * re-open unity3d and re-download "AssetStoreTool"
5) upload again.
suspect only step 2 are matter, but I haven't retry.
