Cannot continue offline activation if it was canceled
Steps to reproduce:
1. Disable internet connection
2. Open the Unity Launcher
3. Press "Manual Activation:
4. Press "Cancel"
5. Press "Manual Activation" again
Expected result: you are given activation options
Actual result: editor stays in the original window
Reproduced on 2017.1.2p4, 2017.2.1p1, 2017.3.0f2, 2018.1.0b1
