[Camera] The order of the image effects on the camera are not kept when entering playmode, or after restarting unity
Steps to reproduce:
- Open the attached project and the scene 'test'
- Re-order image effect components on camera in any order
- Hit play and see the order immediately change.
- Eventually, re-order, quit unity, restart and see that the order has again changed.
