Camera FOV doesn't affect skybox
Steps to reproduce:
1. Open attached project
2. Open scene "TestCase"
3. Make sure that Game view is visible
4. In hierarchy, select Camera and change its FOV value
5. Notice that skybox isn't affected by the change

Had it working in 5.4.0b11. Doesn't work in 5.4.0b18
