Cached socket policy's port not being compared against the one used when prefecthing
To Reproduce:
1. Open the attached project & play.
2. Check 'Prefetch Policy Socket' and click 'Connect Socket'.
3. Notice that as long as prefetch is enabled (you have to restart play mode if you want turn of Prefetch Policy Socket).
4. The Socket is opened fine if the prefetch port on the server is below 1024.
