Button has a wrong interactable zone at the top when trying to press it
How to reproduce:
1. Open user's project
2. Press Play
3. Try to slowly highlight the "Button" button by hovering on it, coming from the top.
Expected result: Button highlights exactly when the cursor reaches the side of the button
Actual result: Button doesn't highlight for 1-3 pixels going into the interactable zone.
Reproducible with - 2018.3.0a9, 2018.2.4f1, 2018.1.9f1, 2017.4.9f1, 2017.2.3p3, 2017.2.0p1
Not reproducible with - 2017.2.0f3, 2017.1.4p2
