Built Video Player has a framerate drop when sliding through the play progress bar
Reproduction steps:
1. Open the attached project ("video player bug report 2.zip")
2. Build and Run the project
3. Slide through the play progress bar
Expected result: Frames are played through smoothly
Actual result: Framerate occasionally drops
Reproducible with: 2020.3.37f1, 2021.3.6f1, 2022.1.10f1, 2022.2.0b1, 2023.1.0a4
Reproducible on: Windows 11, macOS
Notes:
- the issue is more severe on macOS
- the regression seems to have happened around 2019.1a01 - 2019.1a10
- playback in the Editor is better than in the Player
- On macOS it regresses on 2019.1.0a11, on Windows, it repros everywhere

Unfortunately, the issue is more complex than expected and needs planning from the team to fix it. We plan to revisit this issue in the future, but for the short term, we are closing it.
