Built application does not ask for permission to use location service
Steps to reproduce:
1. Create a new project
2. Build it to a folder
3. In Package.appxmanifest set application to use Location capability
4. Build and run it on a Windows Phone 8.1 device. User will not be asked if application can use its location.
Application which is built for Windows Phone 8 has the message shown once application is run for the first time.
