[BuildReport] Summary has an incorrect totalTime value when accessed in OnPostprocessBuild function
How to reproduce:
1. Open the attached project
2. Build the project
3. In the project folder, open the "buildreport.json"
4. Inspect the "totalTime" field
Expected result: BuildSummary has a correct totalTime value
Actual result: BuildSummary's totalTime value is equal to zero
Reproducible with: 2018.4.18f1, 2019.3.3f1, 2020.1.0a25
Couldn't test with: 2017.4.37f1 (IPostprocessBuildWithReport interface does not exist)
