BuildPipeline.isBuildingPlayer not set to true when building Addressables
How to reproduce:
1. Open the attached project "LegacyToolbar.zip"
2. Open "SampleScene" Scene
3. Enter Play mode
4. Open the Console window
Expected result: BuildPipeline.isBuildingPlayer detects when Addressables are being built and returns true
Actual result: BuildPipeline.isBuildingPlayer returns false when building Addressables
Reproducible with: 2019.4.34f1, 2020.3.26f1, 2021.2.8f1, 2022.1.0b4, 2022.2.0a2
