Steps to reproduce:
1. Open Unity editor
2. Click on Help> Report a bug... in editor
Results: Bug reporter doesn't launch
Note: ..\Unity5.6.0a3\Editor\BugReporter\unity.bugreporter.exe exists but doesn't launches even manually
