Bug report sending takes too long when uploading a large project
Reproduction steps:
1. Open the attached project “IN-31362” from the Google drive link
2. Open the Test Runner window
3. Input the required fields
4. Click "Send"
Expected result: Sending the bug report takes about a couple of minutes
Actual result: Sending the bug report takes about 8 minutes
Reproducible with: 2020.3.45f1, 2021.3.18f1, 2022.2.6f1, 2023.1.0b3, 2023.2.0a1
Reproducible on: macOS 12.4 (Intel)

The packing is also very slow on a ryzen 7 5800H and an NVMe SSD, that was the intent behind my bug report

Resolution Note:
Project in question is almost 4GB, upload times for projects that large are understandably slow depending on connection, for example a 4GB file at 10mbps will take almost an hour.
