ImageEffects: BlurEffect causes an offset with more iterations
To reproduce:
1. Open attached project
2. Open scene test. It contains a blurreffect and a script that increases and decreases the iteration count over time
3. Enter play mode
4. Notice that the objects in view move to the top right corner of the screen
