[Blackboard] Resizing the blackboard window is no longer working properly
Repro steps:
1. Create a new or open an existing VFX
2. Expand blackboard and add a parameter to help visualize the issue
3. Drag the bottom or the side part of the blackboard window
4. Observe how only the inner window gets resized
