[Blackboard] Resizing blackboard, moving its scrollbar, and then resizing it back up doesn't always update the expanded fields
Repro steps:
1. Add a few blackboard parameters and expand them
2. Resize blackboard down so there's a some room to move the scroll bar
3. Move the scroll bar
4. Resize back up, but not to the point when the scroll bar disappears
5. Observe the exposed parameters are not fully drawn
Notes:
- Small cosmetic issue, interacting with blackboard will refresh the UI
