Baked light doesn't fit the Shadow Atlas when the Shadow Update Mode is set to "On Enable"
Reproduction steps:
1. Open the attached “UnityBugBakedCachedShadows.zip“ project
2. Open the “Assets/OutdoorsScene.unity” Scene
3. Open the Light Explorer window (Window > Rendering > Light Explorer)
4. Scroll right and observe the “Shadows Fit Atlas” column
5. Change the Shadows Update Mode from “On Enable” to “Every Frame” on “Spot Light Mixed” GameObject
6. Observe the “Shadows Fit Atlas” column
Expected result: The “Spot Light Mixed” GameObject’s Shadows always fit in the Atlas and be visible in the Game View
Actual result: The “Spot Light Mixed” GameObject’s Shadows only fit the Atlas and are visible in the Game View when Shadows Update Mode is set to “Every Frame”
Reproducible with: 2020.3.47f1, 2021.3.24f1, 2022.2.17f1, 2023.1.0b14, 2023.2.0a10
