Baked GI light bounces do not apply in LWRP
Steps to reproduce:
1. Download and open the attached project
2. Bake lights with LWRP on
3. Observe result
4. Bake lights without LWRP
Expected results: both results have light bouncing off the scene objects
Actual results: LWRP does not have bounces and light is only concentrated at the object
Reproduced on 2018.3.7f1, 2019.1.0b5, 2019.2.0a6 with LWRP 4.1.0 and 5.2.3
