Baked emission is baked only if the material is first in array

Repro steps:
1) Open the project and test.scene in it
2) Build the lighting
2) Notice the scene is dark and there are two materials on Tower_Lighting object(see screenshot 1)
3) Swap the materials in places and rebuild lighting
4) Notice it is bright now and emission was baked (see screenshot 2)
