[Backport] [Android] Incremental GC isn't enabled when exporting a gradle project
Repro steps:
1. Open attached project "AndroidGradleIncrementalGCIssue"
2. Select Main Menu -> Tools -> Build With Gradle, which exports a gradle project to the project directory
3. Build the exported 'Gradle Project' in Android Studio to an Android device
4. Observe the device's screen
Expected: UnityEngine.Scripting.GarbageCollector.isIncremental reports 'True' on the screen
Actual: UnityEngine.Scripting.GarbageCollector.isIncremental reports 'False' on the screen
Reproducible with: 2020.3.13f1, 2021.1.13f1, 2021.2.0a17
Not reproducible with: 2019.4.28f1, 2021.2.0a18, 2021.2.0b2, 2022.1.0a1
Couldn't test 2018.4
