How to reproduce:
1. Open the attached project "My project.zip"
2. Enter Play Mode
3. Set "Audio Listener Volume" to 0
4. Press the "Play Audio" button

Expected results: Reverb Zone Mix is not audible
Actual results: Reverb Zone Mix is audible

Reproducible with: 2022.1.0a3, 2022.1.21f1, 2022.2.0b10, 2023.1.0a16
Not reproducible with: 2020.3.41f1, 2021.3.12f1, 2022.1.0a2

    How is it possible that such a bug happens in first place and infects CRITICAL feature of your engine? It's true that AA and AAAs tend to use Wwise and fmod directly, but Unity Audio was one of the things that bought me in. I had to downgrade my project from 2022.2 to 2021.3 only to get my game sound work as intended... How am I suppossed to pay for Unity Pro when I never get a version that is stable and clean!!! Don't you guys there make games, too?

    That is really weird.. So all my 3D AudioSources (with SpatialBlend > 0.0f) now are audible when AudioMixer volume is 0.

    AudioReverb seems to be involved with the issue.

    Please, fix that.

    FYI, the bug says "less than 1" but the actual symptoms appear when the value is "greater than zero".
