[Assets] Exporting a package says "All assets from this package are already in your project
Steps to repro:
1. Open a fairly large project with quite a few things to export. In this case I used a scene file.
2. Right click and hit Export package
3. quickly observe the "Exporting package window" to see the message: "All assets from this package are already in your project."
Regression started: 5.3

getting the same error, then then the 'export' list comes up. Be nice to have a search
feature for the export list.
