[Asset Bundles] Terrain shaders are not loaded when Terrain is loaded from an asset bundle
How to reproduce:
1. Open the attached project ("case_1182139-TerrainBundles.zip")
2. Open the repro scene ("SampleScene")
3. Build AssetBundles
4. Enter Play Mode
Expected results: All terrain shaders are loaded correctly
Actual results: Some (or all) terrain shaders are not loaded
Reproducible with: 2017.4.33f1, 2018.4.11f1, 2019.2.10f1, 2019.3.0a11
