Asmdef Inspector breaks when the dll reference is missing
How to reproduce:
1. Open the attached "Repro1139847.zip" Project
2. Click On "AssemblyDefinition.asmdef" in the Project View
3. Observe the Inspector
Expected Behavior: Missing dll Reference does not affect the Inspector
Actual Behavior: The Editor prints an error in the Inspector and does not display .asmdef settings
Reproducible with: 2018.3.0a1, 2018.3.11f1, 2019.1.0a1
Not reproducible with: 2017.4.25f1, 2019.1.0a2, 2019.1.0b10, 2019.2.0a10
